Use denatured alcohol and q-tips. Softly apply the alcohol. Allow the alcohol to evaporate as you swirl the Q-Tip to remove dissolved filth.

Use denatured alcohol to dissolve debris from the surface.  Use Q-tips or lens paper to apply the alcohol.
DO NOT apply any pressure to the mirror or lens.  Any pressure could scratch the mirror or lens.
